Should I credit the amount before or including VAT?
Credit the amount before VAT. The VAT on the credit follows from it, the same way it did on the invoice.
Can I just edit the invoice instead?
Not once it has been sent. A credit note keeps a clear trail: the original invoice stays as it was and the credit note refers to it. Check the details your credit notes need with the Oman Tax Authority or your accountant.
